Recently, Galion city council authorized Gene Toy to borrow 850,000 dollars for Galion's so called portion of the Portland Way widening project. Toy proclaimed ODOT is ready to do this finally.

Just one problem...this project is nowhere on ODOT's construction list this year, next year, 2013, 2014 or 2015.

 

This is the updated Ohio ODOT TRAC grant list  ( construction ) schedule through 2015. Galion is listed nowhere.

Toy has also claimed it's a federal stimulus grant, that's false. All that money has already been spent and or allocated. Just two remaining projects in Ohio remain to be finished, the US 33 bypass near Nelsonville in southeast Ohio and the replacement of the decrepit I-90 bridge in Cleveland.

 

Toy has also claimed this was a small city grant authorization from ODOT.

 

These are the projects in the small city grant program through 2013. Where is Galion ?

Why would Toy borrow money for a road project, ODOT is not building, and yet tell everyone they are ? Why would city council authorize him to do this ?

So was it the state or the city that has gone through and marked all the bad sections of Portland Way? If you have driven through the area recently you can tell that they are preparing to do something out there. Just sayin something is going on.

It's not ODOT, they are the ones with the money to build it. It is listed nowhere in the system to be built. Actually, ODOT doesn't even have that money.

 

So TOY, where are the funds going ?

This would be like anyone of us going to the bank, getting a loan to build a garage and put in a pool on home you don't own. City council allowed this.

Well if it wasn't ODOT painting the road we now know where some of the money as gone. There as to be at least $5.00 worth of paint on Portland Way. I don't know about the other $849,995.00.

 

Maybe Gene Toy contracted himself to paint the roads @ a thousand bucks an hour.

 

I also think your numbers are off there is at least twenty-five dollars worth of paint on the roads.

 

If they keep using the paint at this rate the city may need to get another loan.

The money and bill is coming from the taxpayers...that's you.

 

This money will have to be repaid.

Galion is not doing the widening, ODOT is supposed to.

 

Fellner talks of the construction jobs and the widening, while ODOT has not even purchased a single square foot of property for the project.

This is right from the ODOT director himself.

 

Ohio has 1 billion dollars available for road construction in the next 8 years. Construction projects in the planning stages amount to 10.3 billion. Portland Way is in the planning stages, very far down on the pecking order.

 

What is planned compared to what funds are available are exceded by a whopping 1,135%.

So now Galion is in the hole another $ 850,000 plus interest for no reason.

 

You don't borrow the portion to build it until ODOT authorizes the city to do so. Until ODOT says we are building it, the construction contracts and funds have been set.

 

And Galion is giving this guy a paycheck ?

Hardly inside info, it's public record. In Galion that doesn't apply.

 

City council approved Toy's request to borrow 850,000 based on his belief something was going to happen as far as ODOT agreeing to start construction of the project. That was a losers bet as he had not paid attention to the budget mess Ohio is in.

 

What evidence has Toy or city council presented to refute what ODOT is saying ? None - it doesn't exist.

Did the city borrow the money or did a bank issue a line of credit? There is a pretty big difference between the two. Was this money already allocated through the city fiscal recovery plan? It just seems there is an awful lot of speculation without the burden of proof.

MEK that was a good one about Toy painting the roads – it made me laugh :)

This isn't speculation. The burden of proof is on Toy and City council to prove ODOT is going to widen the road now, not me. I've shown every construction project ODOT has in their pipeline through now to 2013 and 2015 and some of those will be cut as well.

 

ODOT's evidence says NO.

 

This goes to show city council laziness again, accepting the word of someone that does not know what they are doing.  

Toy's ineptness in office strikes Galion again. When is enough going to be enough ?
